The ceasefire between IOF and Palestinians generally holds, and the number of killings drop to one tenth of the month earlier. IOF however continues its incursions into Gaza and shootings against Palestinians who "get to close to the fence" between Gaza and Israel. Palestinians retaliate with rockets. Israel declares that the ceasefire will not be extended to the West Bank, and the IOF here continues its assassinations. Fascist settlers continues attacks on Palestinians and uprooting of olive trees. On December 26th Israel declares that it will begin construction of a new settlement, Maskiyot in the north Jordan Valley. Despite Israels continued violations of the 4th Geneva Convention prohibiting settlements, this is the first time since 1992 a new settlement has been initiated. It violates US pledges to halt settlement expansion. On December 14th Israel prevent PM Haniyehs delegation from returning to Gaza. It has been on an international tour to gather financial support for the PA, that is being strangled by EU/US sanctions. Haniyeh is finally allowed into Gaza but without the 30 million US$ collected abroad. Israel continues its policy of strangling the PA economically. IOF continues shelling of Palestinian fishing boats off the cost of Gaza. Declares at the end of the month it will resume assassinations of Palestinians in Gaza.
As Israeli pressure diminishes, Hamas-Fatah tensions increase. Fatah members attack Haniyehs convoy as it returns to Gaza killing his bodyguard, wounding his son and a political advisor. Hamas members attack the president building in Gaza. Through mid december several clashes take place between the two groups. Especially in Gaza but also on the West Bank.
