Israel intercepts weapons shipment, breaks ceasefire, prepares for full reoccupation of Palestine, puts Arafat under house arrest and threatens for the first time to kill him

In the relative calm, US special envoy Zinni return to the area, urging the sides to begin implementing the Tenet cease-fire steps, meets with Sharon, urges Israel to freeze expansion of settlements in light of sharply reduces Palestinian violence. Sharon rejects the proposal.

On January 3rd Israel captures a ship, Karine A, carrying 50 tons of weapons. Sharons states the destination is the PA. This is rejected by Arafat.

In response to the Karine A capture, Hamas kills 4 soldiers in southern Israel. In response the IDF sends tanks, bulldozers into Rafah to demolish at least 54 Palestinian houses, damaging another 20, leaving some 650 Palestinians homeless.(The UN, U.S. condemns the demolitions, which bring the total number of Palestinian homes in Rafah demolished by the IDF in the past yr. to about 200; another 200 houses have been damaged, 69 stores destroyed, 520 acres of agricultural land bulldozed.)

On the 14th IDF breaks the ceasefire, killing an AMB member. The AMB cancels its observance of Arafat's cease-fire, vows revenge. 3 days later IDF attacks on AMB increases. In response AMB gunmen kill 6 israelis in Hadera. In retaliation, the IDF sends 20 tanks, APCs, paratroopers into Ramallah to tighten the encirclement of Arafat's headquarters to within 100 yds., placing Arafat under de facto house arrest; sends F-16s to shell PA Interior Min., administrative, and security offices in Tulkarm. In its largest military operation in the West Bank and Gaza since 1967, Israel on the 21st sends a large number of IDF infantry, tanks, APCs, armored bulldozers into Tulkarm in a predawn operation to totally reoccupy the city.

Europe does not react to Israel putting the palestinian president under house arrest. The White House issues a statement saying, "The president understands the reason that Israel has taken the action that it takes, and it is up to Chairman Arafat to demonstrate the leadership to combat terrorism."

On the 22nd Israel breaks the ceasefire with Hamas, assasinating 4 Hamas members. Hamas vows to launch an "all-out war" against Israel.

Cracks appear within the israeli society over repression of palestinians. 56 officers, soldiers in the IDF combat reserves publish a petition in Ha'Aretz publicly refusing to "fight beyond the Green Line for the purpose of occupying, deporting, destroying, blockading, killing, starving, and humiliating an entire people."

In an interview with Ma'ariv, Sharon says that he regrets that Israel did not kill Arafat in Beirut in 1982. The State Dept. says that the U.S. does not have "any particular comment" on Sharon's statement.

Israeli authorities arrest Palestinian human rights advocate Mustafa Barghouti twice, beat him once after he holds a briefing in East Jerusalem for EU diplomats on the effects of Israeli closures on Palestinian health conditions.   Armed, plain-clothes PSF officers attempt to arrest a wanted Hamas mbr. when he arrives for work at a UN clinic in Gaza. When the man flees, the officers open fire, chase him into the clinic, and continue to fire, wounding 3 bystanders and the wanted man, who escapes. The UN protests the PSF's handling of the incident.
 9 JANUARY

The Israeli inner cabinet meets to discuss how to respond the attack on the IDF outpost.  18 JANUARY

In retaliation for the 1/17 AMB attack, IDF soldiers in Ramallah confiscate the archives Voice of Palestine, blow up the radio's 5-story building in Ramallah; search the home of PA intelligence chief Tirawi; search, occupy the Episcopal Diocese's Arab Evangelical School. Elsewhere in the West Bank, wanted AMB mbr. Faraj Hani Odeh Nazzal is fatally shot in what is thought to be an IDF assassination. The IDF also shells residential areas of Nablus. When Palestinian youths throw stones at IDF tanks surrounding Arafat's headquarters, troops respond with live ammunition, rubber-coated steel bullets, stun grenades, and tear gas, injuring 15. Some 4,000 Palestinians also hold a nonviolent march in the city to protest the IDF presence. Palestinian gunmen fire on Gilo.

In the Negev, 200 bedouin protest against an Israeli Interior Min. order to raze illegally built homes in their community. Many of the tin shanties were built by bedouin who served in the IDF, were recently discharged. (HA 1/19)

The IDF continues to reinforce blockades around major Palestinian cities, towns. Palestinians in Ikrama report some 70 IDF tanks moving toward Tulkarm. Arafat appeals to the international community to intervene with Israel, warning the situation in the territories is extremely dangerous. (WT 1/20)

IDF troops fire on Palestinians who throw stones at a tank that gets stuck in a narrow Ramallah street; 1 IDF soldier, 12 Palestinians are injured. The IDF also directs heavy machine gun fire at residential areas of Nablus; conducts an arrest raid in Bani Suhayla. (AP 1/20; WP, WT 1/21; PCHR 1/26)

  1,000s of Palestinians in Gaza City, 100s of Palestinians in Ramallah march in support of Arafat, protesting his confinement in Ramallah. The DFLP says it will resume attacks on Israeli targets.
 21 JANUARY

In its largest military operation in the West Bank and Gaza since 1967, Israel sends a large number of IDF infantry, tanks, APCs, armored bulldozers into Tulkarm in a predawn operation to totally reoccupy the city, taking control of the city center, occupying buildings (including a college, the mayor's home) and apartments as observer posts, hoisting Israeli flags, imposing a 24-hr. curfew, conducting house-to-house searches, detaining at least 30 Palestinians. The IDF reportedly responds to "scattered resistance," leaving 2 Palestinians dead, 15 wounded. IDF soldiers also fire on 2 ambulances coming to the aid of the wounded, seriously injuring 1 ambulance driver. Israel says the operation will last "only a few days." The IDF also sends tanks deep into PA-controlled Nablus; directs heavy machine gun fire at residential areas of Ramallah; conducts an arrest raid in Nahalin. Senior IDF officials suggest that Israel is preparing to make more deep incursions into PA areas "to destroy more infrastructure and to kill more terrorists." The IDF also bulldozes Palestinian land along bypass road 60 outside Hebron. Some 40 Palestinians attempt to block the bulldozers but are confronted by armed Jewish settlers who fire in the air and beat the Palestinians, seriously injuring 1 Palestinian. The Israeli-Arab legal center Adalah formally asks Israeli atty. gen. Elyakim Rubenstein to reconsider his recent decision not to compel the Custodian for Absentees' Property to comply with Israeli 1998 freedom of information act by releasing data on the moveable property of Palestinian refugees seized by Israel in 1948. Rubenstein rejected the request on the ground that it would damage Israel's foreign relations, require excessive time and resources to comply. Adalah 1st submitted its request in 1999. Hamas vows to launch an "all-out war" against Israel. IDF withdraws to the outskirts of Tulkarm after a massive 24-hr. incursion but also fires on residential areas of Khan Yunis.   In retaliation, an AMB gunman opens fire in West Jerusalem, wounding 16 Israelis before being fatally shot by Israeli police. This marks the 1st suicide bombing carried out by a Palestinian woman, though 2 women have been caught placing bombs previously during the al-Aqsa intifada. A release faxed to Hizballah's TV station in Lebanon identifies the woman by name as a Palestinian Hamas mbr. from Nablus University, but neither the school nor the PA can find a woman by that name; no women are reported missing.
