Israel says Arafat is to blame for failing to order the PSF to take steps to dismantle Islamic Jihad. Bush says the bombing “underscores once again the responsibility of the Palestinian authorities to fight terror,” says “the new Palestinian cabinet must dedicate itself to dismantling the infrastructure of terror,” does not call for Israeli restraint. In immediate response Israel kills 4 and bombs Syria the day after. Arafat declares a 30-day state of emergency in the occupied territories, issues a presidential decree appointing a 9-mbr. emergency cabinet, with Qurai` as PM. IDF invades Rafah refugee camp in Gaza killing 9. After 3 days of destruction, UNRWA chief Peter Hansen estimates that the IDF has demolished 114 Palestinian homes, housing some 1,240 Palestinians, damaged another 117 in Rafah. IDF reinvades on 10/14. International aid organizations note that since 10/10 the IDF has cleared 2 full blocks of homes in some neighborhoods to create an empty zone along the Egyptian border. Amnesty International says the Israeli destruction “constitutes a war crime.” On 10/20 israeli warplanes and helicopters launch 5 strikes against targets in Gaza, killing at least 10 Palestinians, wounding more than 135. Killings continue during the last days of October.

On October 13th, a group of Palestinian, Israeli figures announce that after 2 yrs. of secret talks under the auspices of Switzerland, they have finalized an unofficial draft peace agmt., known as the Geneva Accord, as an alternative to the road map.

The IDF launches a predawn raid (dubbed Operation Root Canal) on Rafah, sending in up to 100 tanks and armored personnel carriers, 2 helicopters, and special forces units, allegedly to look for smugglers’ tunnels to Egypt, seizing a strip of land some 150 m. deep, occupying 8 apartment buildings (some for use as sniper towers, knocking holes in the walls to position guns). The IDF sends 50 armored vehicles back into Rafah to continue the search for smugglers’ tunnels, fatally shoots 1 PSF officer, wounds 14 Palestinians; a Palestinian dies of injuries received in Rafah on 10/10. The IDF also conducts arrest raids in Qalqilya. After the IDF lifts the curfew on Nablus, Palestinian youths, angry over the IDF imposition (10/15) of the curfew to facilitate a Jewish pilgrimage, throw burning tires at Joseph’s Tomb, causing some damage.
