After repeated assassinations of Islamic Jihad leaders, the organization kills 14 israelis in a suicide attack outside Hadera. Israel says it will delay its military response to the attack in deference to US plans for Iraq invasion, but will reimpose curfews, blockades across the Palestinian territories and suspend steps to ease restrictions. The IDF bars Palestinians across the West Bank from harvesting olives, saying troops cannot protect pickers from Jewish settlers; the ban is lifted late in the evening after Arab MKs file a petition with the Israeli High Court opposing the order. Israel's Infrastructure Minister Efi Eitam orders a halt to all drilling for water by West Bank Palestinians, freezes the issue of permits for future drilling.
Jewish settlers routinely attack palestinian olive pickers in the West Bank, chasing them off, stealing the olives, and sometimes uprooting olive trees. IDF usually observes passively. The objective is the destruction of the palestinian economy, and occupation of new land.
