US Foreign Minister Powell arrives in Israel on the 10th for meetings aimed at starting implementation of the US "road map" with Abbas (who has accepted the plan), Sharon (who has not). Abbas opens talks with Hamas, Islamic Jihad leaders on a cease-fire. The groups say they would agree to halt attacks inside Israel if Israel stopped targeting militants. At the end of the month, Sharon’s cabinet narrowly approves “the steps set out in the road map,” but attaches 14 reservations as conditions. Extremist right-wing Jewish settlers affiliated with the “hilltop youth” and the outlawed Kach movement announce plans to launch a “personal incitement campaign” against Sharon in light of the government approval of the road map.
