After 20 days with few Palestinian rocket attacks, marked only by routine Israeli assassinations - concentrated mainly on Hamas. From the 20th however Israel intensifies air strikes and assassinations, assassinating PRC leader and Interior Ministry official Mubarak Hasanat on the 23rd. Palestinians retaliate with increased rocket attacks, and Israel steps up killings and assassinations. The purpose of the Israeli step up becomes clear on the 24th when Israel announces it will start to cut electricity to parts of Gaza from which rockets are fired. This sparks criticism from Israeli human rights groups which petition the Israeli High Court to halt the government’s plan to cut electricity to pressure Hamas, arguing collective punishment, forcing the IDF to suspend implementation. Nonetheless the IOF continues the policy, and on the 28th Israel announces it will cut fuel shipments to Gaza with up to 11%.
In the West Bank the IOF continues assassinations. Fascist settlers around especially Nablus and Hebron harass Palestinians picking olives, steal their harvest, or burn their trees. With passive concent or protection from the IOF.

As a gesture to Abbas, Israel frees 57
Palestinian prisoners from the West Bank (mostly Fatah mbrs. but also
mbrs. of the DFLP, PFLP, and PA security forces) to mark
Ramadan; the release of 29 prisoners fr. Gaza to “encourage the moderates”
there is delayed until 10/2 after Israeli pres. Shimon Peres initially refuses
