In Nablus, the PA deploys a new 308-member policing unit trained by Western advisers at a multimillion dollar training facility in Jericho; they will form part of a new National Security Force unit set up to “operate in coordination with Israeli forces to fight crime and terrorism” as part of Abbas’s new security effort “to restore law and order” in the West Bank, in keeping with road map requirements; the unit will patrol during the day only, while the IDF will continue night operations. IOF is not completely fun of the idea. It seizes a shipment of body armor from the U.S. meant for the Nablus guard. The U.S. complains on the 8th that Israel is not allowing Abbas’s security forces to expand their control of the West Bank before the Annapolis conference, citing the confiscation of body armor.
Bush opens a "peace" conference in Annapolis. In Jerusalem at least 15,000 right-wing Israeli demonstrators protest against any possible concessions by Israeli PM Ehud Olmert to the Palestinians. Palestinian PM Haniyeh is not invited to the "peace" conference. In Gaza, Hamas and Islamic Jihad host a conference on Palestine, attended by Hamas’s top leaders (including Ismail Haniyeh, Mahmud Zahar), vowing to “not relinquish a centimeter of Palestine” or recognize Israel’s right to exist. Israel shows its interest in peace when it on the 28th announces a further reduction in fuel supplies to Gaza, where 70% of fuel stations reportedly are already closed. The Israeli High Court rules one day later that government fuel cuts to Gaza are legal but delays cuts to Gaza’s electricity plants pending further study. Both steps are blatant violations of the 4th Geneva Convention, not recognized by Israel and not respected by the US or EU.

violently disperse (using tear gas, batons, warning shots) 100s of Palestinians
attending anti-Annapolis protests sponsored by Hamas and the AMB in
Ramallah (causing no serious injuries) and by Hizb al-Tahrir (a small,
unarmed, pan-Islamic group) in Hebron (killing 1 Hizb al-Tahrir supporter,
